* [Bug Fix] Cleanup NPC Mana Tap Logic

Mana Tap rule logic was invalid - Cleaned up and simplified, either we care about npc mana or we dont.

* Updated for bypass all rule

* Change so melee targets get blocked even with requiremana rule off
