The RHEL/CentOS 6/7 cmake prerequisites 
RHEL/CentOS 6/7 are still on cmake version 2. Install cmake3 out of epel and set as primary alternative.
Note: Might break with RHEL/CentOS 8

Build is failing as the submodules are not installed.
