[Quest API] Add GetHateTopBot(), GetHateTopClient(), and GetHateTopNPC() to Perl/Lua (#3793)

# Perl
- Add `$mob->GetHateTopBot()`.
- Add `$mob->GetHateTopClient()`.
- Add `$mob->GetHateTopNPC()`.

# Lua
- Add `mob:GetHateTopBot()`.
- Add `mob:GetHateTopClient()`.
- Add `mob:GetHateTopNPC()`.
