[Feature] Add Alternate Bazaar Search Approach (#4600)

* Add Alternate Bazaar Search

This adds an alternate bazaar search allowing multinstance bazaar searching and traders above 600.  Allows searches based on Bazaar Shard

* Update worldserver.cpp
