[Commands] Cleanup #peqzone Command. (#1794)
- Cleanup messages and logic.
- Add RULE_INT(Zone, PEQZoneHPRatio, 75, "Required HP Ratio to use #peqzone")
- Modify #peqzone Timer rule to allow it to be disabled.
