[Commands] Add scoped buckets and editing to #databuckets (#3826)
* [Commands] Cleanup #databuckets Command

# Notes
- Cleanup messages and logic.
- Utilize keyed buckets functionality optionally.
- Use repositories instead of a regular query.

* Add edit.

* Remove | in message
