[Commands] Cleanup #cvs Command. (#2153) 
* [Commands] Cleanup #cvs Command.
- Cleanup messages and logic.
- std::find was using .begin() in both comparisons, so it wasn't working and unique IPS always returned 1.

* Update cvs.cpp
