[Code] Update fmt to 10.2.1 (#4071)
This fixes MSVC compile warnings for stdext::checked_array_iterator
which were deprecated in STL for VS 2022 17.8:

* [CPP] Enable and build compliance with cpp20

* bump fmt version
* Updated fmt to 9.1, updated cmake minimum and verified preprocessor stuff works.
