[Quest API] Add GetHeroicStrikethrough() to Perl/Lua (#4150)

- Add `$mob->GetHeroicStrikethrough()`.

- Add `mob:GetHeroicStrikethrough()`.

- Allows operators to get a mob's Heroic Strikethrough.
