IgnoreSpellDmgLvlRestriction Rule Added (re-resubmitted)
Added IgnoreSpellDmgLvlRestriction rule (boolean) to ignore the 5 level spread when checking to add SpellDmg. Resubmitting due to the change Natedog made ::shakefist::
