[Commands] Cleanup #unscribespell Command. (#1998)

* [Commands] Cleanup #unscribespell Command.
- Cleanup messages and logic.
- Add Client::UnscribeSpellBySpellID(spell_id, update_client).
- Add $client->UnscribeSpellBySpellID(spell_id, update_client) to Perl.
- Add client:UnscribeSpellBySpellID(spell_id, update_client) to Lua.

* Update unscribespell.cpp
