[Rules] Add ResurrectionEffectsBlock (#2990)

* [Rules] Add ResurrectionEffectsBlock

Notes:

This adds the rule Spells:ResurrectionEffectsBlock that will prevent anything from overwrites Resurrection Sickness Effects. Currently they are able to be overwritten by certain spells.

Default state: Disabled/False.

* Update ruletypes.h
