[Spells] Instant Heals honor IgnoreSpellDmgLvlRestriction (#1888)
Why: Heal Over Time spells honor the Spells:IgnoreSpellDmgLvlRestriction rule, shouldn't instant heals honor this rule too? The fix: Added a check for Spells:IgnoreSpellDmgLvlRestriction in the GetActSpellHealing method.
