[Quest API] Add EVENT_GM_COMMAND to Perl/Lua. (#2634)

# Perl
- Add `EVENT_GM_COMMAND`, exports `$message`.

# Lua
- Add `event_gm_command`, exports `e.message`.

# Notes
- Only parses with real GM commands such as `#reload quest`.
