[Quest API] Add GetHateRandomBot(), GetHateRandomClient(), and GetHateRandomNPC() to Perl/Lua. (#1613)

- Add $mob->GetHateRandomBot() to Perl.
- Add $mob->GetHateRandomClient() to Perl.
- Add $mob->GetHateRandomNPC() to Perl.
- Add mob:GetHateRandomBot() to Lua.
