[Commands] Cleanup #zheader Command. (#1814)

* [Commands] Cleanup #zheader Command.
- Cleanup message and logic.
- Add parameter to allow versions to be loaded.
- Cleanup parameter name in CFG methods from instance_id to instance_version.

* Update zonedb.cpp
